MINUTES OF A MEETING OF FINNINGLEY PARISH COUNCIL HELD IN THE VILLAGE HALL, FINNINGLEY,
ON TUESDAY, 16th DECEMBER 2014 AT 7:00 PM

 

PRESENT:

IN ATTENDANCE:

As no residents were in attendance no public participation was held.

 

 

Prior to the commencement of the meeting the chairman spoke about the difficulties relating to the meeting and the advice received from the YLCA.
It was concluded that as a compliant notice had been posted for public view and extra-ordinary circumstances had prevented delivery of meeting notice to members on time,if members were prepared to go ahead with the meeting, then it could proceed as a normal council meeting. This was unanimously agreed.

RESOLVED the minutes be approved as a true record and signed by the Chairman.

MATTERS ARISING FROM LAST MEETING FOR NOTING
Response from DMBC re Wellington Drive (Formerly Trinity Gate) footpath
Clerk has chased DMBC for a site meeting to discuss further.

Near accident involving 6 year old boy crossing Old Bawtry Road reported.
Parish Council requested two road signs and are very unhappy that one of the signs has only been propped up against a tree and request that this is remedied.
RESOLVED to write to Highways regarding both issues. CLERK

Footpath top of St Oswald’s Close to Church Gate
It was noted that the footpath has still not been cleared.
RESOLVED to write to DMBC and ask when this will be done. CLERK

Smell Nuisance
Clerk contacted Jo Ball – Environment Officer, advised that the PC were not happy to wait until next year and has asked for the monitoring equipment to be made available as soon as possible.
Very unpleasant smells reported to the Environment Agency 26/11 which is a persistent problem.
RESOLVED to contact Jo Ball and ask her to provide the directors' details for Yorkshire Horticultural Supplies Limited. CLERK

Parish Council Noticeboards
RESOLVED to speak further to the Postmaster. CLERK

It was also noted that the village hall noticeboard is leaking, Councillor A Elder to have a look at this.

Litter at airport viewing area, Old Bawtry Road
Ongoing dispute regarding ownership of Old Bawtry Road and investigations continuing. Clerk has written to DMBC and asked that the Parish Council are copied in on the response from The Peel Group.

Response to invitation provided by Pat Hagan to attend future meeting
Pat has confirmed that he will attend the January meeting to talk to the PC. Clerk received Communities Area Team Service Review Consultation which will be put on January agenda for discussion.

Thoughts on offsetting “double taxation”
Discussion deferred until January meeting.

MANAGEMENT OF TREES IN VILLAGE
Viking Trees have not confirmed a date for the work to be carried out. Clerk to contact them and advise that the Parish Council are keen to get this work done before Christmas and also that a resident has been in contact with Councillor Richard Johnson concerning the work required on the Cherry tree. CLERK

ISSUES RELATING TO JOINT PLAYING FIELD
Playing Fields Dog Control Order
Councillor R Johnson attended a meeting 16/12 to discuss the implementation of the control order. It was noted that evidence of the problem must be produced for DMBC to progress this with their legal department and a local officer has been allocated to work with both Finningley Parish Council and Blaxton Parish Council to gather the evidence.

Update from Cllr Johnson
Pre Planning enquiry was put through to DMBC with a further meeting held with the architect to agree modifications, Architect to arrange further meeting with DMBC.
Councillor R Johnson to follow up request for gym/outside gym.

ISSUES RELATING TO VILLAGE HALL
Outside renovation to building
The tenders received were discussed and it was agreed that the Parish Council would look at further possible sources of funding before any decision is made. CLERK

Funding
Councillor B Lifsey to continue to pursue Harris Brushes.

POND ISSUES
Clerk advised AES will be applying the Siltex and looking at removing the staging as soon as possible.

Npower Fixed-term contract
Awaiting installation of a new automated reading meter.

Water pump
It was unanimously agreed that the pump will be turned off and arrangements made to remove it for the winter season.
It was also noted that a resident had contacted Councillor B Lifsey and expressed concern that the pump is not in keeping with the surrounding area. Councillor Lifsey to contact the resident and ask if they are prepared to make a significant contribution to changing the pump.

D) Budget/Precept for 2015/2016
The budget was agreed at £33,314 to include the cost of the renovation work required for the Village Hall and it was agreed that as all the required information had not been received from DMBC the precept would be deferred until the January meeting.

E) Discuss 2014-2016 National Salary Award Implications
The new National Salary Awards were discussed and it was agreed that in line with these a payment of £18.61 would be made to the previous clerk and a payment of £15.93 would be made to the new clerk.

PLANNING ISSUES
a) 11 Acre site/36 Acre Field - responses from Planning Dept & Ward Members
Ongoing.

b) 13/00531/TIP, inert waste transfer station, Bank End Road
Ongoing.

c) To confirm planning comments sent between meetings to comply with timescales:
The Clerk, after consulting with members, forwarded the comments as follows:

(1) 14/02750/FUL Retrospective application for installation of 960 roof mounted solar pv panels equating to 240kwp at Higgins Farm Limited, Old Bawtry Road, Finningley.
No objections

(2) 14/02714/FUL Continued use of agricultural dwelling (without compliance with conditions 2 and 4 of application 05/771/P granted on 01.08.2005 – (2) tied dwelling and (4) personal to applicant at Mill Race Farm, Wroot Road, Finningley.

This property is in a countryside policy area and (we believe in common with several houses in that area) used to be restricted for use by agricultural and/forestry workers (and their immediate families) only.
The application quoted 05/0771/P, diluted this to make it " The occupation ...shall at all times be limited to a person ... whose employment is involved with the use of the land as a gun centre known as Euroguns." (clause 2 of the permission) and "permission granted ... solely for the benefit of Mr S Drage (the applicant) only." (clause 4).

As the current application, 14/02714/FUL, states that Mr Drage will no longer be the owner, we have no objection to the removal of clause 4, DMBC may or may not require a new name inserting.

Regarding clause 2, we have no objection to the change of wording (or change of use) to the proposal on the application form however we feel we must monitor this over the years lest the use of the property changes too far from agriculture/forestry.

d) Application 14/02713/FUL Redevelopment of former rural pursuit and gun centre to new animal rescue and visitor centre with overnight staff accommodation, including café, shop, kennels, stables, outdoor equestrian arena, building for storage and ancillary use for food preparation, treatment and administration at Mill Race Farm, Wroot Road, Finningley.
It was agreed that Councillors R Johnson and D Lindley would liaise on this and forward any comments to the clerk to send to DMBC.

e) Application 14/02878/FUL Erection of front porch and pitched roof two storey extension to rear of detached dwelling following demolition of existing rear utility/wc at 23 Wroot Road, Finningley.
No Objections

UPDATE FROM DMBC TREE OFFICER FOR SOME TREES AT R/O GATESBRIDGE PARK TO BE COVERED BY PRESERVATION ORDERS
No further update.

UPDATE RE REGISTRATION OF GREENS
The update given by Cllr B Lifsey was noted.

HIGHWAY ISSUES
Concern was raised regarding the slippery road surface at the Blaxton roundabout.

Clerk to forward the November minutes to Cllr Lindley for uploading and also to Cllr Miss C Clayborn to put on noticeboard.
