MINUTES OF A MEETING OF FINNINGLEY PARISH COUNCIL HELD IN THE VILLAGE HALL, FINNINGLEY,
ON TUESDAY, 18th NOVEMBER 2014 AT 7:00 PM

Prior to commencement of business a period of up to 15 minutes was allowed for Public Participation.

Mr Hattersley reported a problem with moles on the perimeter of the playing field and asked about the progress of the dogs on leads order.

RESOLVED to accept apologies from Cllr BW Lifsey for the reason given.

POLICING ISSUES
No SNT/SNA report received for October.
Stone trough/planters reported stolen from Wroot Road
It was reported that a pellet gun was being used to shoot at ducks on the pond.
RESOLVED to report to the police on 101. CLERK

REPORT FROM WARD COUNCILLORS
No ward member present.

TO DISCUSS ANY ISSUES RAISED UNDER PUBLIC PARTICIPATION
Joint Playing Field
RESOLVED to write to Philip Dennis (Clerk Blaxton Parish Council) for information regarding the current situation of the dogs on leads order and DMBC to request the presence of a dog warden on the playing field to monitor irresponsible dog owners.

TO APPROVE MINUTES OF THE PARISH COUNCIL MEETING HELD 21.10.14
RESOLVED the minutes be approved as a true record and signed by the Chairman.

MATTERS ARISING FROM LAST MEETING FOR NOTING
Response from DMBC reWellington Drive (Formerly Trinity Gate) footpath
Information received from Dave Richards-Senior Planning Officer was noted.
RESOLVED to chase DMBC for a site meeting to discuss this further. CLERK

Footpath top of St Oswald’s Close to Church Gate
It was noted that the clerk has written to DMBC and advised that on the basis that DMBC have maintained this in the past the Parish Council would like this to continue and has asked for the footpath to be cleared as soon as possible.

Smell Nuisance
A response received from Jo Ball-Environment Officer advising that as the season was now coming to an end they would not consider any monitoring during the winter period but that if the situation deteriorates next year some form of monitoring may be considered was noted.
RESOLVED to write back and advise that the Parish Council are not happy with the response as monitoring equipment was promised in the summer and the Parish Council do not want to wait until next year for this to be made available. CLERK

Parish Council Noticeboard
It was noted that the clerk had spoken to the postmaster and that plans were still ongoing.

Litter at airport viewing area, Old Bawtry Road
Cllr Miss C Clayborn advised that the Finningley Village Community Group carried out the litter pick on the 15th November but the litter bin at the viewing area is still to be emptied.
Clerk has written to DMBC asking for a longer term strategy to resolve the litter problem.
RESOLVED to write to DMBC and ask that the Parish Council are copied in on the response from The Peel Group re ownership of the land. CLERK

Cllr R Johnson expressed his thanks to Cllr D Lindley for laying the wreath on Remembrance Sunday and to all the councillors who attended the service.

Report on PCJCC Meeting held on 4th November 2014
Cllr R Johnson thanked Cllr Miss C Clayborn for attending the PCJCC meeting in his absence.
Parish Precept 2015/16 and 2016/17 and Double Taxation discussed. The Parish Council were asked to provide a list of benefits in kind that could be used to offset double taxation.
A presentation was also given by Pat Hagan – Head of Services on the future role of Neighbourhood Services and it was agreed to invite him to attend a future Parish Council meeting to explain what is expected from the Parish Council and how they can facilitate this.

MANAGEMENT OF TREES IN VILLAGE
Viking Trees have been authorised to carry out the work and they have confirmed that permission where required has been obtained from DMBC. It is hoped that the work will be completed by Christmas.

ISSUES RELATING TO JOINT PLAYING FIELD
Advice received by the clerk to Blaxton Parish Council from HMRC with regard to VAT recovery was discussed and it was noted that he was still awaiting advice from the YLCA re the section 106 grant.

ISSUES RELATING TO VILLAGE HALL
Outside renovation to building
The quote received from Hirst Conservation was discussed and it was agreed that the tenders received would be discussed further at the next meeting.

Funding
No updates received.

POND ISSUES
The water sample results received from AES were discussed.
RESOLVED to request that AES apply Siltex and if the plants are thoroughly established to remove the staging. CLERK

Npower Fixed-term contract
New contract agreed and awaiting installation of new automated reading meter.

Budget Update
A copy of the budget was distributed to all members and each heading was discussed. With a few amendments the budget was agreed in principle with the final budget to be agreed at the December meeting.

Information provided by Cllr BW Lifsey was noted and it was agreed that this would be discussed further at the next meeting.

HIGHWAY ISSUES
Cllr Miss C Clayborn reported inconsiderate parking obstructing the footpath outside the new development on Bawtry Road.
RESOLVED to report to DMBC planning department. CLERK

Gullies on Wroot Road have been cleaned out.

Clerk to forward the Octoberminutes to Cllr Lindley for uploading and also to Cllr Miss C Clayborn to put on noticeboard.
