MINUTES OF A MEETING OF FINNINGLEY PARISH COUNCIL HELD IN THE VILLAGE HALL, FINNINGLEY,
ON TUESDAY, 21st OCTOBER 2014 AT 7:00 PM

Prior to commencement of business a period of up to 15 minutes was allowed for Public Participation.

A member of the public present spoke about the withdrawal of the Local Development Framework and the current proposals from G.A Mell Builders.

POLICING ISSUES
SNT Monthly Report to 30 September:
Crime - Theft from motor vehicle x 1 (At the airport)
Anti-Social Behaviour – Parking x 1

Speed Camera
Station Road – 26/09 in 60 minutes 122 cars passed with 4 exceeding 46mph
Wroot Road – 26/09 in 30 minutes 34 cars passed with 7 exceeding 35mph

REPORT FROM WARD COUNCILLORS
No ward member present, apologies received from Cllr A Jones.

TO DISCUSS ANY ISSUES RAISED UNDER PUBLIC PARTICIPATION
RESOLVED to write to G.A Mell Builders thanking them for the information and advising that in principle the Parish Council have no concerns with them putting the land forward to be included in the local plan.

Joint Playing Field
Mr Hattersley reported that a referee had collapsed during a recent football game.

TO APPROVE MINUTES OF THE PARISH COUNCIL MEETING HELD 16.9.14
RESOLVED the minutes be approved as a true record and signed by the Chairman.

MATTERS ARISING FROM LAST MEETING FOR NOTING
Response from DMBC re Wellington Drive (Formerly Trinity Gate) footpath
Clerk chased planning officer but no further response received. RESOLVED to request a site meeting to discuss further. CLERK
Letter from resident concerning access to the children’s play park and the response sent by the clerk was noted.

Footpath top of St Oswald’s Close to Church gate
It was noted that the clerk had written to Harworth Estates who have confirmed that they do not own the pathway.
RESOLVED to write to DMBC and on the basis that as they have maintained this in the past, the Parish Council would like this to continue and request that the footpath is cleared. CLERK

Smell Nuisance
Clerk chased up the smell monitoring equipment and is awaiting a response.

Parish Council Noticeboard
Clerk spoken to Postmaster and is awaiting a response.

Litter at airport viewing area, Old Bawtry Road
Cllr Mrs M Lindley noted that at the meeting of the Airport Consultative Committee held on 18/09 it was reported that Robin Hood Airport is liaising with their legal department with regard to the litter problem.
Cllr Miss C Clayborn advised that the Finningley Village Community Group is doing a litter pick on the 15th November and the airport bin will be emptied.
RESOLVED to write to DMBC and ask for a longer term strategy to resolve the litter problem. CLERK

MANAGEMENT OF TREES IN VILLAGE
RESOLVED to accept quote of £600 + VAT from Viking Trees for initial tree work at the pond, bus shelter/green and Glebe areas. Date to carry out the work to be agreed. CLERK

ISSUES RELATING TO JOINT PLAYING FIELD
Cllr Johnson advised that the clerk to Blaxton Parish Council has written to the YLCA to seek advice on the section 106 grant and also to HMRC with regard to VAT recovery. Awaiting response.

ISSUES RELATING TO VILLAGE HALL
Outside renovation to building
Still awaiting detailed quote from Hirst Conservation.
RESOLVED to chase quote and contact Bonsers Restoration to update them on the current situation. CLERK

RESOLVED clerk to chase Need A Hand with regard to weeds in the car park, quotes also to be obtained to repair fencing next to cycle rack. CLERK

Funding
No updates received.

POND ISSUES
No response received from AES with regards tothe water sample and forecast date for removal of the staging.
RESOLVED to chase. CLERK

Npower Fixed-term contract ends 14.10.14
RESOLVED to accept one year fixed term with new meter. CLERK

Cllr Lifsey gave an update and it was noted.

b) 13/00531/TIP, inert waste transfer station, Bank End Road
Cllr Lifsey gave an update and it was noted.

c) To confirm planning comments sent between meetings to comply with timescale:
. 14/02124/DEM Demolition of existing garage and relocable building at Bus Depot, Old Bawtry Road.
RESOLVED the information on the DMBC website indicated the demolition would take account of the materials on site.

d) Application 14/02248/TPO Consent to remove one Oak tree subject to T1 of Doncaster Borough Council Tree Preservation Order (No.73) 1991 at 23 Harvey Close.
RESOLVED to make the following comment:
. The Parish Council request that the tree is pollarded back with the tree managed and not removed.

e) Application 14/02419/FUL Retrospective application for erection of detached pitched roof timber framed storage/covered dining area to rear of detached dwelling at 4 Priory Grove.
RESOLVED to make the following comment:
. The Parish Council raise no objections provided the finish is in keeping with the surrounds.

DMBC Decision Notice
14/02266/CPL Higgins Farm Limited, Old Bawtry Road – Certificate of proposed lawful development for installation of 960 roof mounted solar panels – Proposed Lawfulness Refused.

Cllr Lifsey reported damaged grate/pothole at Wroot Road Crossroads to Highways.

Chase DMBC for response to overhanging trees and fly-tipping. CLERK

Bus shelter on the Green – Further damage to be reported to TSY. CLERK

Clerk to forward the September minutes to Cllr Lindley for uploading.
