MINUTES OF A MEETING OF FINNINGLEY PARISH COUNCIL HELD IN THE VILLAGE HALL, FINNINGLEY,
ON TUESDAY, 17th SEPTEMBER 2013 AT 7:00 PM

TO RECEIVE/ACCEPT APOLOGIES
RESOLVED to accept apologies from Cllr E Tatton-Kelly for reason given.

DECLARATIONS OF OTHER INTERESTS
Cllr Johnson declared an interest in item 8

REPORT FROM WARD COUNCILLORS/AREA NEIGHBOURHOOD TEAM
No ward member or officer present at the meeting

POLICING ISSUES
Information received that Inspector Andrea Cowling will retire on 4 October. Her replacement will be Inspector Ray Mountford.

SNA Monthly Report received 1 August to 31 August. Highlighted are 2 instances of theft of motor vehicles, 1 burglary other and 1 criminal damage.
RESOLVED to note the information.

TO APPROVE MINUTES OF PARISH COUNCIL MEETING HELD 20 AUGUST
RESOLVED the minutes be approved as a true record and signed by the chairman.

MATTERS ARISING FROM LAST MEETING
Neighbourhood Watch Meetings police presence
The Clerk contacted SY Police only to be advised that the N/hood Watch Committee had already been in touch with Inspector Cowling. SY Police have asked the N/hood Watch Committee to give details of meetings for 2014.

Trinity Gate footpath provision
Information received from DMBC that the footpath construction was conditioned through the planning process, the responsibility of implementing the footpath lies with the developer not DMBC. As this has not been completed, DMBC cannot take issue with the developer.
RESOLVED to respond stating that work is taking place and posts erected which prohibit residents from walking along the area in question, also the line of the fence is further out than the original iron fence. Photographs to be forwarded to DMBC.

Resident’s request for tree planting
The Clerk has forwarded the request on to Blaxton PC as part of the area suggested is in that parish. The suggestion from the Neighbourhood Officer is for the resident to contact the Authority personally and Cllr Lifsey agreed to pass on this information.

Highway issue responses
Following the Highways & Footpath patrol, points raised are being considered by DMBC.

ISSUES RAISED BY RESIDENTS UNDER PUBLIC PARTICIPATION
Issues raised to be discussed at the appropriate agenda items, ie parking on Lindley Road when football matches are taking place, and Allotment issues.

ISSUES RELATING TO JOINT PLAYING FIELD
Section 106 Monies
Area Manager advises that all monies are now available for the JPF Project.
Cllr Johnson advised that the JPF Committee does not favour a ‘self build’ scheme.

Parking issues during match play
Cllr Johnson advised that the JPF Committee had suggested ‘marshalls’ in high visibility jackets be prominent in the car park and on the roadway, and this suggestion is under discussion with a member of the team.

ISSUES RELATING TO VILLAGE HALL
Response from Village Hall Committee re amendments to current Lease
Cllr Lifsey advised that the Committee had approved the amendments.
Cllr Lindley proposed a further amendment, ie Clause 2: to delete 2007 and add each subsequent year.
RESOLVED:
• To agree this further amendment
• To clarify with RAY as to whether a new agreement should be drawn up which incorporates the agreed amendments or whether it is only necessary to add these as an addendum to the original.

Outside Brickwork
RESOLVED to contact Messrs G Wilkinson to ask if a guarantee was in place, and for how long, when the company carried out work to the outside.

ISSUES RELATING TO POND
a) To consider quotations for pathway provision to seating area
No response from Messrs Graham Haslam, and Need A Hand declined to submit a quotation.
RESOLVED to request quotations from: AES, Walkers at Blaxton and G Atkin.

b) To consider offer from resident to provide 6 ducks for the pond
RESOLVED that the Chairman, following a resident’s approach to him, obtains further information re gender etc.

c) Water in pond
Cllr Lifsey advised the matter is now resolved and a letter of thanks to the resident has been forwarded by the Clerk.

d) To confirm decision taken for AES to utilise Siltex on Thursday 19 September (within budget provision)
RESOLVED to agree the decision taken by the Clerk in consultation with the Chairman.

e) Pond electrics
Cllr Lifsey has been in touch with the electrician, who is currently on holiday. requesting the work is carried out as soon as possible. A promise has been made to supply costings to the Clerk as soon as possible.

f) Fish in pond
It was reported that a resident has suggested fish be introduced into the pond.
RESOLVED to contact AES for views on this, ie goldfish and carp.

g) Duck Signs
Cllr Elder advised the contractors with the grass cutting machine had dislodged the Duck sign, and weakened the earth box. Also other incidents had occurred, ie bolts knocked out of the plaque near Christmas Tree.
RESOLVED to make DMBC aware.

ALLOTMENTS PROVISION
Updates from Robin Hood Airport & DMBC
RHA advise it is unable to approve the allotment proposal due to the increased likelihood of bird population because of attractants. An increase in such wildlife subsequently raises their risk with regard to bird strikes for arriving and departing aircraft. Thus after lengthy deliberations with relevant professionals it is with regret the request is declined.

DMBC is endeavouring to find a solution and, to this end, the planning officer has been speaking with line manager and ward members. Also a Re-Audit of Doncaster’s Green Spaces has been completed and it is clear that Finningley is deficient in allotments, woodland/ nature conservation and public parks.

Cllr Johnson recently attended a discussion at the Civic Office on the LDF and raised the issue of allotments. It would appear the only other option would be to include, on the proposals by Messrs A Mell for a development off Bawtry Road, an area for c12 allotment plots.

RESOLVED to contact DMBC Planning for preliminary views on Messrs Mell’s proposal, yet to be submitted formally, and to seek approval from the developer to forward a plan of the site.

Approach from DMBC re dog fouling & asking for a contribution to purchase flags
Request received for funding from parish/town councils to purchase 500 flags to highlight, at a total cost of £430 including postage, which can be used across the whole of south/west area.
RESOLVED to decline the request.

PLANNING ISSUES
a) Applications - 13/01739/TCON Works to tree in conservation area, The Brambles, Old Bawtry Road,
RESOLVED to support the application.

b) Information from Messrs A Mell and Planning Officer re proposed application for development off Bawtry Road
See agenda item 11 above.

c) LDF Consultation - Cllrs Johnson attended the Drop In Session at DMBC.
To consider comments to Planning Dept. See agenda item 11 above.

d) Meeting organized by Cllr Jones re application 13/01520/OUTM)
This is to take place in the Village Hall at 7pm on 18 September 2013.

e) Planning application 12/02729/FULMC
It was reported that there appeared to be a discrepancy on the addresses shown on the application submitted in 2012 and agreed early in 2013.
RESOLVED to contact Planning Dept.

MOSS QUARRY SITE
To consider a question to DMBC re trial of ‘Bio-diversity Offsetting Process’ whereby developers who wish a development which has an impact on local bio-diversity are offered the opportunity to offset the impact
The Chairman advised that the wildlife site covers all Moss Quarry. Various views were put forward and discussed.
RESOLVED to take no action at this time.

UPDATE RE REGISTRATION OF GREENS
Bassetlaw DC advise there have no information held in the files and suggest approaches to Land Registry, however to ascertain any land ownership the land must first have been registered.
RESOLVED to seek clarification from YLCA as to how to progress further.

TO DISCUSS FUTURE SURGERIES BY MEMBERS OF PARISH COUNCIL
RESOLVED to hold no further surgeries in view of poor attendance.
Issue could be reconsidered in 2014.

TO DISCUSS WHETHER OR NOT TO HOLD MEETINGS IN AUGUST
RESOLVED not to hold an August meeting in 2014, in line with the majority of other parish/town councils and to review the issue after that time.

PROPOSAL TO ESTABLISH A COMBINED AUTHORITY FOR BARNSLEY,DONCASTER, ROTHERHAM AND SHEFFIELD
RESOLVED to respond advising members are not happy with the proposals, as it is thought they would not be beneficial to Finningley.

ITEMS FOR NEWSLETTER
A resident had requested an item to take a poll of residents as to whether or not it is felt the village is now becoming over developed. This was included on the Agenda but the Chairman advised it was too late for inclusion into the Newsletter.
RESOLVED to advise the resident that it wasn’t thought appropriate at this time because future developments already have planning consents. Thus the parish council cannot stop these development and, in any event, can only comment and forward observations. Should any further applications be received, then residents will be contacted.

TO DISCUSS REQUEST FROM ART CLUB TO SITE A SIGN ON THE GREEN WHEN APPROPRIATE
RESOLVED to approve the request.

HIGHWAY ISSUES
Skip provision
RESOLVED to request skip provision via ward members/DMBC.

Litter, Wroot Road
RESOLVED to advise DMBC between Bank End Road/level crossing.

Litter, Old Bawtry Road near airport perimeter
RESOLVED to ask Cllr Mrs Woodcock if rubbish clearance is to be on a regular Schedule.

Routine maintenance, pathway outside properties 3 -3b Lindley Road
RESOLVED to contact DMBC for further feedback.

Feedback from Highways & Footpaths patrol
DMBC has issued reference numbers for various issues raised.

Cllr Lindley advised he would upload the August minutes.

TO RECEIVE CORRESPONDENCE
Electoral Review of Doncaster
Posters and letter from Boundary Commission re public consultation on the number of councillors at DMBC. The Clerk has placed the Posters on the notice boards. A general discussion took place on the various options.
RESOLVED to respond stating that 40-45 councillors is a workable number.
